The Canadian Patriotic Fund was a private fundraising organization incorporated in 1914 by federal statute and headed by Montreal businessman and Conservative Member of Parliament Herbert Brown Ames. The fund was established to give financial and social assistance to soldiers' families.

I believe the bookmark is much more likely to be referring to an
Australian Patriotic Fund of the first world war, as the two flags are
the Union Jack and the Australian Flag.
